🚧 PREVIEW TIER. The Tier-3 backend (sbo3l-playground-api.vercel.app) currently exposes a healthz probe + skeleton routes. The full submission pipeline (APRP → policy → audit → signed capsule) runs live in the CLI + daemon (Tier 1) and fully in your browser via WASM (Tier 2 at /playground). Tier 3's hosted daemon promotes from preview to live when the demo-fixtures cron lands its first signed receipt — track via /status.
